I write to you with deep disappointment andgrowing concern regarding the co=
ntinued participation and endorsement of theUnited Nations in events hosted=
 by the authorities of the State of Qatar=E2=80=94mostnotably, the forthcom=
ing Doha Forum under the theme =E2=80=9CJustice inAction: Beyond Promises t=
o Progress.=E2=80=9D

For more than five years, I havecommunicated directly with multiple offices=
 and special rapporteurs of theUnited Nations, providing documented evidenc=
e of human rights violationssystematically carried out by Qatari state auth=
orities. These communicationshave included testimonies of:
  =20
   - Fabrication of evidence and politically motivated prosecutions by Qata=
r=E2=80=99s Public Prosecution Office;
   - Coercion of judges and lawyers, in full alignment with the observation=
s of Gabriela Knaul, former UN Special Rapporteur on the Independence of Ju=
dges and Lawyers;
   - The displacement and denationalization of Qatari citizens, including t=
he Ghufran tribe, who remain deprived of their rights and identity;
   - Exploitation and abuse of migrant workers, contrary to Qatar=E2=80=99s=
 international treaty obligations.

Despite these submissions and independentcorroboration by reputable interna=
tional organizations, the United Nations hasremained silent, taking no visi=
ble action to address or even publiclyacknowledge these persistent injustic=
es.

Doha Forum=E2=80=99s Theme and the Reality ofInjustice

The theme of the upcoming Doha Forum,=E2=80=9CJustice in Action: Beyond Pro=
mises to Progress=E2=80=9D, stands in starkcontradiction to the lived reali=
ties within Qatar.
When justice is employed as a tool of oppression, the claim of =E2=80=9Cjus=
tice inaction=E2=80=9D becomes an irony=E2=80=94an insult to those who cont=
inue to suffer under asystem that uses courts and prosecutors as instrument=
s of control.
  =20
   - Justice in Action  =20
 The judicial system in Qatar remains under the direct influence of the rul=
ing authority. Judges are routinely foreign nationals serving on temporary =
contracts, beholden to executive discretion. Prosecutors continue to fabric=
ate evidence, while defense lawyers are intimidated, forced to withdraw, or=
 threatened with disciplinary action for defending political defendants. Th=
is is not justice in action=E2=80=94it is injustice institutionalized.
   - Beyond Promises to Progress  =20
 More than two decades of public promises to reform the judiciary, labour l=
aws, and civil rights have yielded no substantive progress.  =20
 Instead, progress is measured in global sponsorships, international sporti=
ng events, and generous contributions to UN programs=E2=80=94all while fund=
amental freedoms remain denied to Qatari citizens.
   - The Price of Silence  =20
 When the United Nations continues to partner in events hosted by Qatar=E2=
=80=99s authorities, it sends a dangerous message: that justice and human r=
ights can be overshadowed by financial contribution and diplomatic convenie=
nce.

The State of Women=E2=80=99s Rights in Qatar

Your Excellency, one of the mostdistressing aspects of Qatar=E2=80=99s reco=
rd lies in the systemic discriminationagainst women, which persists despite=
 global scrutiny and Qatar=E2=80=99s ownpublic commitments to gender equali=
ty.

According to Human Rights Watch (2021)and Amnesty International (2022), wom=
en in Qatar remain subject to maleguardianship laws that severely restrict =
their autonomy and fundamentalrights. Key documented violations include:
  =20
   - Freedom of Movement: Women must obtain male guardian permission to tra=
vel abroad, even when they are adults. Single women under 25 are regularly =
denied exit permits without paternal consent.
   - Education: Women are often barred from choosing certain academic disci=
plines or studying abroad without permission from a male guardian.
   - Marriage and Family Law: Qatari women cannot marry a non-Qatari man wi=
thout the explicit approval of the State, while Qatari men face no such res=
triction.
   - Employment Restrictions: Employers frequently request guardian consent=
 for female employees to take up certain jobs or work night shifts, despite=
 the absence of any such legal requirement in labour law.
   - Child Custody and Divorce: In family courts, women face overwhelming b=
ias; the system grants preferential rights to men in custody, inheritance, =
and divorce proceedings.

The UN Committee on the Elimination ofDiscrimination against Women (CEDAW),=
 in its most recent concludingobservations on Qatar, expressed =E2=80=9Cser=
ious concern at the persistence ofdiscriminatory legal provisions=E2=80=9D =
and the =E2=80=9Cbroad power of male guardianship=E2=80=9Dthat undermines w=
omen=E2=80=99s equality before the law.

Moreover, the domestic reporting mechanismsfor abuse or sexual violence rem=
ain inaccessible and unsafe for victims.Many women fear reprisal, imprisonm=
ent, or forced psychiatric confinement forreporting assault, a fact verifie=
d in multiple Human Rights Watchinvestigations.

How, then, can Qatar host a global forum on=E2=80=9CJustice in Action=E2=80=
=9D when its own women=E2=80=94half its population=E2=80=94are deniedbasic =
human agency, freedom, and dignity?

To hold such a forum in Doha, under thesecircumstances, is not a symbol of =
justice but a mockery of its essence.

Judicial Corruption and InstitutionalFailure

Your Excellency will recall that in herreport, Gabriela Knaul, the UN Speci=
al Rapporteur on the Independence ofJudges and Lawyers, stated:

=E2=80=9CThe independence of judges and lawyers inQatar is not guaranteed i=
n practice. Judicial appointments lack transparency;foreign judges remain v=
ulnerable to executive control; and lawyers faceprosecution or disbarment f=
or defending politically sensitive cases.=E2=80=9D

Over a decade later, these findings remainaccurate. In fact, conditions hav=
e worsened: prosecutors act as politicalenforcers, lawyers are silenced, an=
d judges are still subject to extrajudicialpressure.

Moral Responsibility of the UnitedNations

The continued collaboration of the UnitedNations with Qatari state institut=
ions=E2=80=94without publicly addressing theseabuses=E2=80=94risks undermin=
ing the UN=E2=80=99s own moral credibility and Charterobligations.

Articles 1 and 55 of the UNCharter explicitly commit all organs of the Unit=
ed Nations to the promotion ofhuman rights and fundamental freedoms. Yet, t=
he Organization=E2=80=99s inaction towardthe victims of Qatar=E2=80=99s sys=
temic violations sends the opposite message: thatinfluence and wealth can b=
uy silence and immunity.

I therefore ask plainly: Has the UnitedNations allowed its principles to be=
 compromised by the promise of funding anddiplomatic convenience?

Appeal for Action

Your Excellency, I respectfully urge youto:
  =20
   - Reconsider the UN=E2=80=99s participation in the upcoming Doha Forum a=
nd similar events that whitewash oppression under the guise of justice.
   - Commission a new Special Rapporteur review on human rights and judicia=
l independence in Qatar, with explicit focus on gender discrimination, pros=
ecutorial misconduct, and migrant exploitation.
   - Ensure transparency and accountability within UN partnerships to preve=
nt authoritarian states from leveraging international legitimacy for politi=
cal cover.
   - Engage directly with victims and advocates, including myself, to ensur=
e that those exposing systemic injustice are heard and protected.

Conclusion

If =E2=80=9CJustice in Action=E2=80=9D is to have meaning,it must begin wit=
h truth, not theatre; accountability, not applause.It must defend those who=
 are silenced, not reward those who silence them.

The world watches the United Nations as theguardian of justice, not its spe=
ctator.
Your Excellency, I appeal to your conscience and leadership: let not justic=
ebe replaced by diplomacy, nor truth traded for influence.
